Dear Mr. Anderson,

Good news.....after receiving your e-mail and also speaking with Councilman
Hayman, we reevaluated the street conditions in Quiet Place in the Country and
have determined that they need to be resurfaced sooner than later. We will try
to include some if not all in our 2009 resurfacing program. Any remaining
streets will be scheduled in the following year, 2010, baring no unforeseen
funding issues.

Thanks for your explanation and I agree that Tomoka Farms Road is in
desperate need of repair. Please keep me posted as to what the future plans are
for our subdivision. I understand the financial constraints that the county is
working under however it has been many years since our roads were resurfaced
and
if we as a HOA don't stay on top if this we tend to get overlooked.

We have not yet advertised a new annual resurfacing contract as I had
anticipated and conveyed to you last May. Instead the County Council seized the
opportunity to renew an existing contract on a limited basis at prior year
prices. Unfortunately, we are now having to reassess the number of roads that
can be resurfaced in the near term due to the unexpected high number of water
related pavement failures and exorbitant asphalt prices. Far more damage to
major County roads has occurred than we ever expected as result of the
significant rainfall from the hurricanes. As a result a large part of our
resurfacing budget is now needed to go toward repair of the structural
foundation of the road before we can resurface. This coupled with asphalt
prices
that have skyrocketed (being petroleum based) is the cause of this
reassessment.

The County's Road & Bridge Department's work of installing new
drainage
culverts throughout your community after the 2004 storms will be completed in
the near future. However, resurfacing of all the streets will need to be
deferred.

County roads that we are identifying to be resurfaced first are those that are
of the most dire need. Besides assessment of the existing pavement condition,
two key factors in prioritizing roads to be resurfaced are traffic volumes and
the likelihood of damage to the structural foundation if not resurfaced.

Whereas the asphalt conditions of the streets in your community are certainly
not ideal we must focus our available resources on higher volume roads such as
Tomoka Farms Road. As you may have observed Tomoka Farms Road from US 92 to
Taylor Road is in an advanced deteriorated state and is an example of the roads
that need to take priority.

Please assure your homeowner association that I have tried my best to include
resurfacing of your community streets in the near term. Unfortunately,
circumstances out of our control have dictated otherwise.

have the roads in your subdivision to be repaved in my upcoming budget
effective October 1, 2005. Assuming County Council approval we will
advertise an annual resurfacing construction contract shortly after that
date which will include your roads. Since the contract will include
resurfacing of countywide roads I can't give you a month when the work
will begin. However, our contract will be 6 months long and will begin
probably in November/December 2005 and end 6 months hence.

Dear Mr. Recktenwald,

I am a board member of "A Quiet Place in the Country" homeowners
association.. Currently your department is installing new drainage
culverts throughout our community which we are all very thankful for
after last years storms. Many residents have been asking about the
completion date of this project and if we are on the schedule for road
resurfacing. To my knowledge it has been at least ten years since these
roads were resurfaced and with all the new culverts being installed the
road is only getting worse. We have a homeowners assoc. meeting coming
up and I would like to be able to give the residents an answer to these
questions. I look forward to hearing from you.
